The pertinent part is the following extract I think.
UK. 406 PLBs are legal in the UK - but only for maritime use. The PLB must
be covered by a ship's radio licence (so you need to have a boat), and must
be registered with HMCG. It's illegal to use a PLB on land. PLBs have to be
approved in accordance with the EU R&TTE directive, and must meet the UK
Radio Interface Requirement. Until recently there was no single EU technical
standard for PLBs (ETSI 302 152 - issued, but currently not harmonized). The
UK currently has no single-authority SAR system for emergencies on land.
There's always a government department somewhere that wants to rain on your
parade!!!
