What's more important than getting the position  of these items 
spot  to the nearest nano-millimeter is that they be relatively  in 
the same positionn on the left and right side. The push rod ends that actuate 
the ailerons are adjustable to account for differences.  So the thing to do 
is to make a fixture with a hole in it to accept  the aileron drive bolt. 
This will  set the location of the plate. Use a feature that you can pick 
up on both the left and right aileron to act as a datum. Possibly the leading 
edge of the aileron etc.  Make sure that what you use as a datum is clear 
of where you have to lay fiberglass  on.
