If the mass balance is contacting one stop and not the other that would 
indicate something in the control circuit has slipped. If the mass balance is 
not making contact with either stop then that would indicate component binding 
somewhere in the control circuit.

Removing the stabilators and then retest from control stick end is one 
diagnostic.
Removing pins at the base of the cockpit control sticks and retest movement 
from stabilator end is another diagnostic.
Remaining control circuit isolation point is at the forward control tube joint 
in the spar void.
