Europa-List: Flap closeout question

When bonding the FL1 and FL7 plates to the flap root, the manual calls for full
length plies and local plies. The full length plies are twice as large as the
local plies. I am slightly confused by this. My understanding is that the full
length plies wrap around on the flanges while the local plies sit inside the
cavity covering only the FL1 and FL7 plates. Is this correct?
