Hi,

The inner throttle cable passes through a small hole in the cylindrical 
fitting and free rotation is permitted.  From memory, it is not compressed 
between

washers.

The inner is a very tight fit in the hole, hence the need to ensure it is not 
damaged before you try to thread it through.  One loose strand of wire makes 
it almost impossible to get in (I've got the tee-shirt to prove it!).  If you 
decide to cut the inner, I suspect it would be a good idea to solder it first 
at the place to be cut.
